State grants intended to target violent criminals swept up low-level offenders
Many arrested were just the type of offenders state lawmakers hoped to keep out of the state’s prisons when they passed a package of reform laws four years ago known as the Justice Reinvestment Initiative.

Tulsa Parking Authority buys land in Brady Arts District for new parking facility

Now a cold case, burden of solving case of deceased inmate falls to TPD
At the time of his death, the Tulsa County Sheriff’s Office issued a statement saying they believed Leo Horn died of natural causes.
However, a state medical examiner’s report released Monday states Horn died from complications from “remote blunt force trauma of the head.”
