There are few shelters and a reluctance to address housing problems. With a thumbs up, Oklahoma executes Jemaine Cannon for 1995 Tulsa murder Cannon was the second person executed by Oklahoma in 2023, and the ninth since the state resumed use of the death penalty in 2021. Two more executions are scheduled this year as the state continues to empty out its death row.   Oklahoma is trying to treat people with severe mental illness in jail, but many still languish in cells waiting for hospital beds The Tulsa County Sheriff has ordered a state treatment program out of the jail.
